Department is English but lecture is Korean

When I was in my country , I have  seen and heard that professors  in the department  of English Language and Literature as usually deliver their lecture in English. Because it is badly needed for the students.And the answering of the questions  in the exams will be written in English, it is natural .If the professors deliver their lecture in English it will be helpful for the students to express themself  in English.Students in the English department are well familiar with vast of English vocabulary and the rules english grammag.But they can't express themself for want of fluency.

what is main reason for want of fluency is lacking of practice.If the professors deliver their lecture in English students are compelled to speak and reply in egnlish . By this way those students who are weak in English will not feel hesitation but feel easy and  will be  fluent . If the professors deliver their lecture in vernacular/ native Language it is serious problem for the all foreign students and problem for local students as well .I canlt make me out that why the proressors in English department deliver their lecture  in korean . I think It will have negative and bad effect on stusent's future life .In spite of being a student in English LanguageL and Literature they can't express themself to the others  in english .So it is my conjuration request to all professors in english department (that )they must be in English in delivering their lecture in the class .It is not noly helpful for the foreign students but also for local students .And then the students can practise their speaking ability and can have fluency in english . So I believe  the concern authority will  cordially think and consider this matter.
